Summary


Aims to extend health coverage to every child in Maryland by, for example, expanding Medicaid coverage, while requiring that higher-income individuals and families buy insurance or pay a surcharge. It also would give subsidies to small businesses to provide insurance to workers, and require that insurers allow adult children up to the age of 25 to stay on their parents' health plan. Funding would be provided mainly by a $1/pack increase in tobacco taxes.
